The release of reserved produce does not necessarily cannibalize supplies of fresh produce; however, the order constraints on reserved produce may instead reduce fresh produce supplies. Release Strategy of Competing Retailers for Reserved Produce Under the Government's Emergency Reserves With Order Constraints
