In this paper, a time-varying DID model is used to investigate the impact of China's Clean energy demonstration provincial policy (hereinafter referred to as <span><math><mrow><mi>C</mi><mi>l</mi><mi>e</mi><mi>a</mi><mi>n</mi><mo>_</mo><mi>p</mi><mi>o</mi><mi>l</mi><mi>i</mi><mi>c</mi><mi>y</mi></mrow></math></span>) on <span><math><mrow><mi>E</mi><mi>P</mi></mrow></math></span> from 2008 to 2021. It is found that the <span><math><mrow><mi>C</mi><mi>l</mi><mi>e</mi><mi>a</mi><mi>n</mi><mo>_</mo><mi>p</mi><mi>o</mi><mi>l</mi><mi>i</mi><mi>c</mi><mi>y</mi></mrow></math></span> significantly reduces <span><math><mrow><mi>E</mi><mi>P</mi></mrow></math></span>, a conclusion that still holds after a series of robustness tests. Mechanistic analyses show that the <span><math><mi>C</mi><mi>l</mi><mi>e</mi><mi>a</mi><mi>n</mi><mo>_</mo><mi>p</mi><mi>o</mi><mi>l</mi><mi>i</mi><mi>c</mi><mi>y</mi></math></span> works through two pathways: \"structural adjustment” and \"efficiency improvement.” Heterogeneity analyses show that the <span><math><mrow><mi>C</mi><mi>l</mi><mi>e</mi><mi>a</mi><mi>n</mi><mo>_</mo><mi>p</mi><mi>o</mi><mi>l</mi><mi>i</mi><mi>c</mi><mi>y</mi></mrow></math></span> is more effective in suppressing <span><math><mrow><mi>E</mi><mi>P</mi></mrow></math></span> in areas northwest of the Hu Huanyong Line, in energy-poor areas, and in areas with weak environmental regulations. In addition, further research finds that the <span><math><mi>C</mi><mi>l</mi><mi>e</mi><mi>a</mi><mi>n</mi><mo>_</mo><mi>p</mi><mi>o</mi><mi>l</mi><mi>i</mi><mi>c</mi><mi>y</mi></math></span> can promote the synergy of pollution reduction and carbon reduction (hereinafter referred to as <span><math><mrow><mi>R</mi><mi>C</mi><mi>P</mi></mrow></math></span>).
