The findings reveal that innovation-driven policies can significantly improve urban energy security in China by advancing energy technology innovation, transformation, upgrading, and diversification, and this promotional effect is more significant in China's central and western regions, the Yangtze River Economic Belt, old industrial bases, and regions with strong energy consumption intensity. This study also introduces an n-order nearest neighbor matching matrix into a spatial difference-in-differences model to examine the spatial effect of China's urban energy security under the influence of innovation-driven policies. We find that innovation-driven policies directly promote energy security and pilot innovation cities exhibit spatial spillover effects on nonpilot cities. 摘要

能源安全是国家安全的重要支撑,是解决国民经济社会发展总体战略关切的重要内容。探索创新驱动政策对能源安全的影响,有助于突破中国产-供-储-销产业链的能源瓶颈,为决策者构建能源安全新时代、促进能源可持续发展提供理论支持和实践见解。为此,本文构建2005 - 2022年中国城市能源安全指数,实证分析创新驱动政策对中国城市能源安全的影响机制和效应。研究发现,创新驱动政策通过推动能源技术创新、转型升级和多元化,显著改善了中国城市能源安全,且这种促进作用在中国中西部地区、长江经济带、老工业基地和能源消费强度较大的地区更为显著。在空间差中差模型中引入n阶最近邻匹配矩阵,考察创新驱动政策影响下中国城市能源安全的空间效应。研究发现,创新驱动政策对能源安全具有直接促进作用,创新试点城市对非试点城市具有空间溢出效应。研究结果为推动中国制定科学合理的能源发展规划和政策路径提供了决策启示。
