Research on sustainable mobility development highlights the importance of policy, urban management complexities, and ICT integration. This study uses a convergent methodological framework to examine the socio-economic impact of political ideology on mobility policies and transport financing in Estonian municipalities.</div><div>The four-stage methodology involves analysing socio-economic data from 2009 to 2022 municipal financial reports, exploring political ideologies through election outcomes, and conducting correlational studies using principal component analysis and multi-factor analysis of variance. The study also assesses annual growth rates to identify the effects of political shifts on local economic growth.</div><div>The findings indicate significant local autonomy under decentralized transport governance, where around 60 % of municipal budgets are allocated to transport. Economic indicators appear to correlate with political ideologies: left-liberal ideologies are linked to economic stability, while right-liberal ideologies show opposite outcomes. The study recommends urban development strategies considering political diversity and advocates hybrid models combining smart and sustainable approaches for optimal resource management and data-driven decision-making.</div><div>Future research should focus on the influence of education as well as institutional contexts. It appears worthwhile to analyse, how academic backgrounds shape officials' ideologies, decision-making, and governance performance, particularly in the context of smart and sustainable development.
