For some actors, this growth has resulted in arbitrary or top-down decisions on network membership followed by low commitment and inefficient use of time and financial resources. By reinterpreting secondary data through an evolutionary approach, this paper argues that the overall systemic nature of the networks is shaped not only by their institutional settings and the composition of actors but also by a set of specific qualities (coherence, boundedness and unified function) that may change over time. Based on the network perspective and system approach, the paper advances our understanding of transnational knowledge networks and the maximising of their effectiveness.
