Responses are influenced by policy severity, proximity to destinations, and broader pandemic conditions, with international markets experiencing the greatest expenditure impact. Domestic intrastate visitors drove initial recovery, while interstate visitors faced barriers like non-reciprocal travel arrangements and frequently changing restrictions.
