摘要

为了明确中国终端行业的碳排放信用,本文提出了一种支持电力和能源规划的碳配额优化分配方法。首先,构建了基于多指标评价体系的终端行业碳配额分配决策模型,实现了初始碳配额分配的公平性;其次,考虑碳配额分配效率和行业容忍能力,建立了ZSG-DEA多目标碳配额再分配优化模型。该模型以碳配额分配相对效率最小化和减排成本最小化为目标函数,旨在优化配额分配,减轻行业财务负担。最后,选取华东省份进行模拟分析,并与传统方法进行比较,验证了所提方法在碳配额分配中的计算精度。
