摘要

公平的碳责任分担对于实现低碳转型和双碳电力系统的目标至关重要。针对当前源负荷分担一定比例共同责任的问题,不符合“谁造成谁承担”的原则。本文从规划的角度提出了一种碳责任分配的源储输协调规划方法。首先,根据“谁造成,谁承担”的基本原则,对各利益相关者进行分类问责,建立包括奖惩指标在内的合理公平的分配原则,制定电力系统中电力平衡和电力平衡的双重碳责任成本分配规则;其次,在前人工作的基础上,构建了综合考虑常规火电装机投资成本、储能投资成本、弃风惩罚成本、输电线路扩建成本和碳排放责任成本的源蓄网联合规划模型。最后,以Garver-6节点系统为例,与不考虑碳责任分配的源储运规划方法进行对比,验证了所提方法的有效性和可行性。
