While various adaption schemes have been developed by exploiting the flexibility in different layers in wireless video streaming to cover it, there still be an open issue to further improve the multicast efficiency in resource utilization and QoS provisioning. This letter presents an adaptive scalable video multicast strategy by leveraging the flexible setting of scalable video coding (SVC) to bitrate adaptation and resource allocation for improving overall video quality of multicast services in dynamic stochastic environments. The joint optimization of SVC setting, bitrate adaptation and resource allocation is formulated as mix-integer programming and solved by an adaptive genetic algorithm with light computational burden.
