It uses the entropy weight method (EWM) and the CRITIC method to conduct an empirical assessment of major fishing provinces, providing a reference for the formulation of science-based industry policies. The research constructs a comprehensive evaluation framework based on five key dimensions: industrial scale and efficiency, green development, technology and infrastructure, industrial integration and transformation, and industry management and services. Taking local conditions into account, the study employs diversified evaluation methods for an in-depth analysis. The results reveal significant performance differences across provinces in these dimensions. Shandong leads in industrial integration and transformation, Guangdong excels in green development, and Jiangsu stands out in technological innovation and industry management. 本研究旨在以国家相关政策为指导,构建中国水产养殖高质量发展的评价指标体系。运用熵权法(EWM)和CRITIC法对主要渔业省份进行实证评价,为制定科学的产业政策提供参考。研究构建了基于产业规模与效率、绿色发展、技术与基础设施、产业整合与转型、产业管理与服务五个关键维度的综合评价框架。本研究因地制宜,采用多样化的评价方法进行深入分析。结果显示,各省在这些方面的表现存在显著差异。山东在产业融合转型上走在前列,广东在绿色发展上走在前列,江苏在技术创新和产业管理上走在前列。本研究建立的评价体系为促进水产养殖高质量发展提供了科学依据,对推动产业转型升级、支持全球渔业可持续发展具有重要意义。
