Recognizing the negative relationship between fear of COVID-19 and mental wellbeing, policymakers may be encouraged to focus on implementing interventions and communication strategies to support mental health during pandemics. Using other types of appeals (e.g. hope appeals) in addition to the commonly used fear appeals when developing online public health messages could ensure behavioral compliance during pandemics without triggering high levels of fear.
