Through the articulation of experiences in MPAs in Cuba and Brazil and the content analysis of technical-scientific documents produced on the daily governance of these areas, legal frameworks in both countries, and peer-reviewed articles, this study identifies vectors of change in established modes of governance. The identified vectors are potential verifiers of equity and socio-environmental justice criteria in governance processes that can encourage recognition of traditional fisher’s rights to deliberation on access and use of resources in these areas.
