The primary question is what have been the contributions of Iran's HCS in the crisismanship of COVID-19? The study was designed and conducted using a qualitative strategy. It is reported that three core contributions were made: (1) the leadership of “a whole of crisis governance,” (2) the leading “a whole of crisis management,” and (3) conducting “a whole of operational activities during the COVID-19.” Through this empirical study, we hope to fill a gap by examining the leadership contributions of the Iranian HCS in fighting COVID-19.
