We theorize bricolage as a process of working with ideas by testing their cognitive, normative and strategic capacity. In contrast to much of the existing literature, we theorize this ideational policy entrepreneurship as collective agency. This gives greater analytical weight to how different bricoleurs work together—simultaneously and across time—to develop the ideas that come to shape policy.
