To accomplish this, it analyzed three regulatory sets of the city of São Paulo: the Master Plan for Integrated Development (1971) and zoning (1972); the Strategic Master Plan (PDE) (2002) and the Land Use and Occupation Subdivision Law (LPUOS) (2004); and the 2014 PDE and the 2016 LPUOS.
