The main objective of the study was to determine how human resource planning contributes to the success of the Food and Education Project. The research design used was descriptive, and inferential statistics were employed. The study's sample size consisted of 106 employees, and universal sampling techniques were employed. Data was collected through questionnaires and interviews, with descriptive statistics, correlation, and multiple linear regressions used for data analysis. The Statistical Package for Social Sciences (SPSS) version 20 was utilized to analyze the data, and the findings were presented using both descriptive and inferential statistics. The results of the study showed a strong correlation between resource planning practices and the performance of donor-funded education projects in Rwanda (r=654, p-value=0.000). Out of all the factors considered, only human resource planning had a significant and positive impact on project performance. Based on these findings, the study recommends that the Food and Education Project should invest in appropriate and constant training programs to equip their human resources to improve their performance in agriculture projects. Additionally, financial resource planning should be a critical aspect of project planning and execution to ensure efficient utilization of resources.
