The conclusions of study are as follows: (1) In the process of building smart cities, countries’ understanding of smart cities is guided by their indigenous cultures, presenting various perceptions of smart city definitions, components, and standards in different geographic regions; (2) Scholars have proposed various dimensions and combinations for the development of smart cities based on their regional cultural, technological conditions, and temporal contexts, aiming to explore how cities can become 'smart'. (3) With the accumulation of experience in the construction of smart cities, the individual-technology-culture (IndiTeCultural) dimension model, which is a combination of individuals, technology, and culture, demonstrates better alignment with the requirements of smart city development around the world. This establishes the foundation for the transition from theory to practice in crafting a future operational framework for smart cities. 摘要

本研究在对智慧城市进行多元定义和文化解读的基础上,系统梳理了世界各地区智慧城市的构成要素、标准和发展模式,提出了基于发展过程的智慧城市维度新整合和运行框架,旨在为未来智慧城市的转型发展和规划政策的制定提供理论依据和实践导向。研究结论如下(1)在建设智慧城市的过程中,各国对智慧城市的理解受其本土文化的引导,不同地域对智慧城市的定义、构成要素和标准呈现出不同的认识;(2)学者们根据其地域文化、技术条件和时代背景,提出了智慧城市发展的不同维度和组合,旨在探索城市如何成为 "智慧 "的城市。(3) 随着智慧城市建设经验的积累,个人、技术和文化相结合的个人-技术-文化(IndiTeCultural)维度模型更符合全球智慧城市发展的要求。这为未来制定智慧城市的运行框架奠定了从理论到实践的基础。(4)本研究在跨文化地理分析的基础上,借鉴各国智慧城市倡议的实践经验及其进展的评级水平,分析了智慧城市发展面临的挑战和机遇,并提出了智慧城市发展亟待解决的问题,以建立更有效的智慧城市发展机制。
