The use of analytic hierarchy process to determine the weight of various indicators should have weight values. The construction of the controller comprehensive capacity assessment model, fuzzy comprehensive evaluation method can be used to weigh matrix and membership matrix corresponding transformation, and then determine the comprehensive capacity of the controller to evaluate the value. In the assessment process, the advantages of various methods are combined, enabling the comprehensive evaluation of the comprehensive capacity of the controller, making the results tend to be reasonable. The research shows that the evaluation results made by this method can provide decision-making basis for aviation safety management at all levels.
