IMPACT OF STATE SUPPORT ON THE DEVELOPMENT OF DAIRY CATTLE FARMING IN THE IN THE NON-BLACK EARTH REGION OF RUSSIA

Проведена оценка влияния размера и структуры государственной поддержки молочного скотоводства за период 2016—2021 гг. на основные производственные результаты в молочном скотоводстве в 9 регионах Нечерноземной зоны, расположенных в Северо-Западном и Центральном федеральных округах. Сравнительный анализ размеров господдержки и производственных показателей регионов Нечерноземья и Воронежской области — одного из лидеров молочного животноводства в Черноземной зоне выявил углубление диспропорций в распределении этой помощи между регионами, что усиливает межрегиональные диспропорции в развитии отрасли. Определено, что одной из основных причин подобных различий является несовершенство системы государственной поддержки отрасли, направления и формы которой преимущественно ориентированы на реализацию крупных инвестиционных проектов, эффективный размер которых в большинстве регионов Нечерноземья ограничен объективными агроклиматическими условиями. Обоснованы предложения по совершенствованию направлений и форм поддержки государством молочного скотоводства с целью формирования адаптивного производства, реализации абсолютных и сравнительных преимуществ в производстве молока в Нечерноземной зоне России на основе цифровой трансформации. The impact of the size and structure of state support for dairy cattle breeding for the period 2016-2021 on the main production results in dairy cattle farming in nine regions of the Non-black earth region of Russia located in the North-Western and Central Federal Districts was assessed. A comparative analysis of the amount of state support and the production indicators of the regions of the Non-black earth region and the Voronezh region, one of the leaders of dairy farming in the Chernozem region, revealed a deepening of the disproportions in the distribution of state support between the regions, which strengthens interregional imbalances in the development of dairy farming. It is determined that one of the main reasons for such imbalances is the imperfection of the system of state support for the agricultural sector, the directions and forms of which are mainly focused on the implementation of large investment projects. However, the implementation of the scale effect in dairy farming in most regions of the Non-black earth region is limited by objective agro-climatic conditions. The proposals for improving the directions and forms of state support for dairy cattle breeding are substantiated in order to form adaptive production, realize the absolute and comparative advantages of milk production in Non-Black Earth region of Russia through digital transformation.
