This work resulted from interviews and documentary data collected mainly through semi-structured interviews with 57 administrators (including University rectors, provosts, vice-rectors and deans from multiple disciplines) who had been involved in developing the research strategies. Findings suggest that trends between disciplines differ notoriously. Publishing in foreign countries is more likely to happen to academics from hard sciences. Social sciences and humanities' research activities are often performed in books and book chapters. This translates into an initial disadvantage for social sciences in terms of internationalization since the result of their work is often less visible abroad than scientific indexed papers.
