These so-called smart cities are designed to use information and communication technologies (ICTs) to improve operational efficiency, make information available to the public, provide better government services and increase the overall level of well-being of citizens. In this article the author will analyze the development of the “smart city” concept, and then present her conclusions and observations based on the example of the South Korean city of Songdo, which is currently one of the most progressive business centers of the ubiquitous city type. Subsequently she will answer two main research questions: 1. What distinguishes a ubiquitous city from a standard smart city project? 2. What are the obstacles, challenges, and incentives for further development in the implementation of the above concept in South Korea? 智慧城市和 U 型城市的概念都是为了应对城市化水平不断提高和最新技术进一步发展所带来的挑战而提出的。这些所谓的智慧城市旨在利用信息和通信技术(ICTs)提高运行效率,向公众提供信息,提供更好的政府服务,并提高市民的整体福利水平。在本文中,作者将分析 "智慧城市 "概念的发展,然后以韩国松岛市为例提出她的结论和看法,该市目前是无处不在的城市类型中最先进的商业中心之一。随后,她将回答两个主要研究问题:1.泛在城市与标准智慧城市项目的区别是什么?2.在韩国实施上述概念有哪些障碍、挑战和进一步发展的动力?文章将采用两种主要研究方法--一种是比较法,这种方法有助于确定类似现象和实体之间的明显联系;另一种是内容分析法,这种方法基于对作品所涉及主题的文献综述,包括与松岛市相关的问题。
