Modern states have become predominant basis on which political authority and power are constructed, playing important roles in administration and governance of countries. They ensure that citizens are protected and that there is stability, both internally and externally. Using open systems theory and content analysis, this article conducted a systematic review of literature. The article finds that Nigeria and Sudan administrations have not been effective due political instabilities and violence perpetrated by groups such as Boko Haram insurgents. As a result, these countries experience challenges in governance, economic sustainability and administration. It recommends stakeholder mobilisation for effective politics-free administration.
