Some aspects of the legal provision of sanitary and epidemiological welfare of the population of Saint Petersburg in the conditions of the outbreak of the “Moscow plague” of 1771

The article is devoted to the study of “extraordinary" regulatory legal acts adopted in the conditions of an acute epidemic crisis caused by an outbreak of plague in Moscow in 1771. The author comes to the conclusion that the timely introduction of a special legal regime, within which prohibitive, restrictive, incentive and anti-crisis measures were implemented. These measures made it possible to contain the further spread of the epidemic in the Russian Empire, to prevent its penetration into St. Petersburg and to minimize the negative socio-economic consequences.
