Разработана методика обоснования оптимальной периодичности проведения плановых проверок противопожарного состояния социально значимых объектов защиты органами ГПН. Обоснована оптимальная периодичность проведения таких проверок. The purpose of the paper was to analyze statistical information on fires in order to establish the dependence of the number of fires at socially important facilities on the frequency of scheduled inspections as well as to develop a methodology for justifying the optimal frequency of scheduled inspections of their fire safety condition by the State Fire Supervision bodies of EMERCOM of Russia. As a result of the conducted research, mathematical models were initially obtained to determine the number of fires at socially important facilities depending on the time that has elapsed since their last inspection, as well as to determine the number of fires at these facilities depending on the frequency of scheduled inspections. The scientific novelty of the paper lies in the fact that the original methodology for substantiating the optimal frequency of scheduled inspections of the fire safety condition of socially important facilities has been clarified and tested for the first time on a scientific basis. The practical significance of the paper lies in the fact that the initially obtained data allow us to substantiate on a scientific basis the following: the optimal frequency of scheduled inspections of the fire-fighting condition of socially important facilities; the necessity to assign these facilities to the appropriate risk category, depending on the optimal frequency of their scheduled inspection; the necessary number of personnel of the State Fire Supervision bodies of EMERCOM of Russia for timely and qualitative inspection of supervised facilities. 摘要

Проведен анализ статистической информации о пожарах и их последствиях в целях установления зависимости количества пожаров от периодичности проведения плановых проверок.Получены математические модели, описывающие зависимость числа пожаров на социально значимых объектах защиты от периодичности плановых проверок их противопожарного состояния.Разработана методика обоснования оптимальной периодичности проведения плановых проверок противопожарного состояния социально значимых объектов защиты органами ГПН.Обоснована оптимальная периодичность проведения таких проверок. 本文旨在对火灾统计信息进行分析,以确定社会重要设施的火灾数量与定期检查频率的相关性,并制定一套方法,以合理确定俄罗斯欧洲经济委员会国家消防监督机构对这些设施的消防安全状况进行定期检查的最佳频率。作为研究成果,初步建立了数学模型,以确定社会重要设施的火灾数量取决于其上次检查后的时间,以及确定这些设施的火灾数量取决于定期检查的频率。本文的科学新颖性在于,首次在科学基础上阐明并测试了证实对社会重要设施消防安全状况进行定期检查的最佳频率的原始方法。本文的实际意义在于,初步获得的数据使我们能够在科学的基础上证实以下几点:对社会重要设施的消防安全状况进行定期检查的最佳频率;根据定期检查的最佳频率将这些设施划分为适当风险类别的必要性;俄罗斯电力公司国家消防监督机构对受监督设施进行及时和高质量检查所需的人员数量。本文的研究结果还证明了根据 2020 年 7 月 31 日第 248-FZ 号联邦法第 25 条第 6 部分对 2012 年 4 月 12 日第 290 号俄罗斯联邦政府令批准的 "联邦国家消防监督条例 "进行修订的适宜性,以便制定新的方法,合理确定与社会重要设施有关的计划控制(监督)措施的频率,并将其归入适当的风险类别。
