NECROBIOPODER, VIOLAÇÕES DE DIREITOS INDÍGENAS E EMPREENDIMENTOS HIDRELÉTRICOS DA AMAZÔNIA: O CASO DO COMPLEXO DO MADEIRA

O objetivo deste artigo é organizar e debater ações que foram tomadas pelo Ministério Público Federal (MPF) de Rondônia na busca pela manutenção e ampliação de Direitos Indígenas durante a construção e operação das Hidrelétricas do Complexo do Madeira em Porto Velho. Para alcançar tal objetivo foi realizada uma revisão sistemática por associação temática e uma análise documental, seguida de análise de conteúdo, utilizando-se dos procedimentos anteriores. Organizando um agrupamento de documentos produzidos pelo MPF, associações indígenas e órgãos indigenistas da Região, chegou-se a uma gama de conclusões, dentre as quais apresentamos uma síntese: que o Estado brasileiro é causador histórico e contemporâneo de violências contra os povos indígenas no Brasil e em Rondônia e o desenvolvimentismo infraestrutural, ou seja, desenvolvimento a partir de grandes obras de estrutura, é mais uma forma desta ação estatal. Do outro lado, há agentes causadores de impactos privados, como o consórcio construtor, que avançam no sentido de colocar os interesses privados acima daqueles dos coletivos indígenas. Por fim, o MPF é órgão estatal com atuação positiva na luta pela manutenção de tais direitos dos povos tradicionais. PALAVRAS CHAVE: MPF. Rondônia. Amazônia. Indígenas. UHE.   ABSTRACT The objective of this article is to organize and debate actions that were taken by the MPF of Rondônia in the search for the maintenance and expansion of Indigenous Rights during the construction and operation of the Madeira Complex Hydroelectric Power Plants in Porto Velho. To achieve this objective, a systematic review was carried out by thematic association and a document analysis, followed by a content analysis of what was organized using the previous procedures. Organizing a group of documents produced by the MPF, indigenous associations and indigenous bodies in the Region, a range of conclusions were reached, among which we present a summary: that the Brazilian State is the historical and contemporary cause of violence against indigenous peoples in Brazil and in Rondônia, infrastructural developmentalism, that is, development based on large structural works, is yet another form of this state action. On the other side, there are agents causing private impacts, such as the construction consortium, which move towards placing private interests above those of indigenous groups. Finally, the MPF is a state body with a positive role in the fight for the maintenance of such traditional rights, a fact present in the case reported here. Keywords: MPF. Rondônia. Amazon.
