The expansion of the social housing stock should form the basis of a new housing policy in Ukraine and involvesa qualitative update and improvement of the existing legal framework to increase housing affordability. That is why research on improving Ukraine's housing policy by expanding the social housing stock is becoming increasingly important. At the same time, it is important to analyze the mechanismof social housing provision in the EU member states, as borrowing positive experience will bring Ukraine closer to the standards of the EU housing policy and will help solve one of the key social problems of citizens during the war - providing adequate and safe housing. The purpose of this study is to determine the peculiarities of providing social housing for internally displaced and low-income persons in the context of updating Ukraine's housing policy during the war and due to the ongoing European integration processes The article examines the peculiarities of social housing provision in the European Union and Ukraine. The author considers the peculiarities of formation and implementation of Ukraine's housingpolicy in terms of providing social housing for low-income and internally displaced persons during martial law. The author analyzes the approaches to determining the categories of persons who may be eligible for social housing, taking into account the level of income, analysis of the current housing situation or other characteristics of the person's condition. The author advocates the position that the social housing sector needs rapid development and effective decision-making at the level of the State housing policy, taking into account the proportional approach to the construction of social housing and rental subsidies. 摘要

前所未有的流离失所规模导致了住房危机,最明显的表现是需要改善住房政策,提供足够的社会住房。扩大社会住房存量应成为乌克兰新的住房政策的基础,并涉及对现有法律框架进行质的更新和改进,以提高住房负担能力。这就是为什么通过扩大社会住房存量来改善乌克兰住房政策的研究变得越来越重要。同时,分析欧盟成员国提供社会住房的机制也很重要,因为借鉴积极的经验将使乌克兰更接近欧盟住房政策的标准,并有助于解决战争期间公民的关键社会问题之一-提供充足和安全的住房。本研究的目的是确定在战争期间更新乌克兰住房政策的背景下,以及由于正在进行的欧洲一体化进程,为国内流离失所者和低收入者提供社会住房的特殊性。本文考察了欧盟和乌克兰社会住房提供的特殊性。作者考虑了乌克兰住房政策的形成和执行的特点,即在戒严令期间为低收入者和国内流离失所者提供社会住房。作者分析了确定可能有资格获得社会住房的人的类别的方法,考虑到收入水平、对当前住房情况的分析或个人状况的其他特征。笔者主张社会住房部门需要国家住房政策层面的快速发展和有效决策,同时考虑到社会住房建设和租金补贴的比例方法。鉴于乌克兰今后将继续需要足够大的社会住房存量,发件人证实有必要将社会住房纳入公有制,并对其私有化制定法律禁令。
