 Sistem informasi pelayanan publik melibatkan rangkaian kegiatan yang meliputi penyimpanan, pengelolaan, dan mekanisme pengiriman informasi antara penyelenggaran pelayanan publik dan masyarakat, baik melalui komunikasi lisan maupun melalui media manual atau elektronik. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Yaitu mendeskripsikan suatu masalah dalam penelitian berdasarkan jawaban dari masalah tersebut. Keabsahan data yang dikumpulkan diverifikasi melalui teknik triangulasi. Analisis data dilakukan secara interaktif melalui tiga cara yaitu: reduksi data, penyajian data, dan verifikasi atau kesimpulan. Peneliti menggunakan teknik pengumpulan data yaitu wawancara, observasi dan dokumentasi. Dan Peneliti menggunakan teknik purposive sampling dalam menentukan informan. Penelitian ini menggunakan pengukuran efektivitas yang dikemukakan oleh Sutrisno (2010:125-126) yaitu: pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan dan perubahan nyata. Fokus penelitian ini di Desa Kalidawir Kecamatan Tanggulangin Kabupaten Sidoarjo untuk mengetahui apakah program pelayanan pubik sesuai dengan Undang-Undang Nomor 6 Tahun 2014 mengenai pemanfaatan teknologi serta mendorong terwujudnya sistem pemerintahan berbasis elektronik. Berdasarkan hasil observasi, ternyata dalam pelayanan publik berbasis elektronik mengalami permasalahan seperti tidak aktifnya sistem aplikasi SID serta belum adanya sosialisasi oleh aparatur desa kepada masyarakat sehingga masih belum berjalan dengan efektif.

 Abstract 
 The public service information system involves a series of activities that include storage, management, and the mechanism of delivering information between public service providers and the community, both through oral communication and through manual or electronic media. This research uses a qualitative method with a descriptive approach, which aims to describe a problem in the study based on the answers to that problem. The validity of the collected data is verified through triangulation techniques. Data analysis is conducted interactively through three steps: data reduction, data presentation, and verification or conclusion. The researcher employed data collection techniques such as interviews, observations, and documentation. The purposive sampling technique was used to determine the informants. This study applies the effectiveness measurement proposed by Sutrisno (2010:125-126), which includes the following aspects: program understanding, appropriateness of targeting, timeliness, achievement of objectives, and tangible changes. The research focuses on Kalidawir Village, Tanggulangin Sub-district, Sidoarjo Regency, to determine whether the public service program complies with Law Number 6 of 2014 regarding the utilization of technology and promotes the realization of an electronic-based government system. Based on the observation results, it is evident that the electronically-based public service encounters issues, such as the inactivity of the SID application system and the lack of socialization by village officials to the community, resulting in ineffective implementation.

Efektivitas Sistem Informasi Dalam Pelayanan Publik Desa Kalidawir Kabupaten Sidoarjo
Abstrak
