The construction of such a model involves first integrating expert opinions on crisis management in high schools, then confirming priorities of crisis management items using Interpretive Structural Model(ISM) as a research tool, and finally combing quality management concepts of six sigma of Define(D), Measure(M), Analyze(A), Improve(I), and Control(C). A campus crisis management hierarchy was thus established and presented by means of diagrams in the current study.
