GOOD REGULATORY PRACTISE: E10 AS THE NEW NARRATIVE IN THE SERVICE DELIVERY SYSTEM OF THE MAJLIS PERBANDARAN KULIM KEDAH

The good regulatory practise or amalan baik peraturan (GRP) approach is a method used in strengthening regulatory power practiced in Malaysia public services. However, the method creates a gap between the needs of the public and tight adherence to compliance with regulations. Based on this framework, the study examines the best practice of regulation E10 as a win-win approach between the community and the local government regards to the regulation of development approval. The research design involved a case study at the Majlis Perbandaran Kulim (MPKK), Kedah. MPKK was chosen based on the win-win approach used to provide development permit to investors who operates businesses in the Kulim region. In 2021, the Malaysian government recognised win-win approach used by MPKK in approving development permit to the investors. The results of the study found that E10 introduced more systematic work processes before the permit application was made. This provide business activities to be carried out in a shorter period by mutual consent between investor and government agency. The E10 approach has a significant positive impact on efforts to attract investors, open up job opportunities to residents and provide income to local government.
