Buckley’s fuzzy-AHP method was used to determine the weights of criteria. Twenty Experts, who include Multi Stakeholders from Policy Makers to Researchers to Academicians to Advocates, were consulted to evaluate the criteria to construct pairwise comparison matrix. An overall ranking of the Hierarchy priorities of criteria and attribute was a result of this AHP analysis. The result of the research is weightage for each criterion and its respective attributes. From the analysis, criteria “Safety of Vehicles” has gained the highest weightage.
