Indonesia is faced with the problem of the low quality of educators in the background with a very complex problem. Thus the author carries out this research aims to find out what the obstacles are in developing educator resources and what steps can be a way out to continue developing educator resources. This research obtained data and information through the literature review research method in which Google Scholar indexes scientific articles. The results obtained include obstacles in developing educator resources related to competence as an educator and educator welfare. Through these obstacles, the steps that can be a strategy for developing educator resources are professional development and competence through training institutions and universities. Programs such as professional education for teachers, workshops, seminars, and teachers' working group are strategies to improve educators' competencies. 摘要

素质教育离不开教学资源,教学资源是教育的原动力。印尼面临着教育工作者素质低下的问题,在此背景下有着非常复杂的问题。因此,笔者开展本研究的目的是为了找出开发教育资源的障碍是什么,以及采取哪些措施可以继续开发教育资源。本研究通过谷歌Scholar检索科学文章的文献综述研究法获取数据和信息。研究结果表明,在教育工作者能力和教育工作者福利方面,教育工作者资源开发存在障碍。通过这些障碍,可以通过培训机构和大学的专业发展和能力开发教育资源的战略步骤。诸如教师专业教育、讲习班、研讨会和教师工作组等计划都是提高教育工作者能力的策略。完善薪酬制度还可以促进教育者资源的开发,使教育者能够提供最好的教育服务。
