The activity theory of learning and acquisition of social experience is an effective mean for constructing of innovative technologies of highly qualified pedagogical personnel training within higher, general and additional education systems. Also it is the high-efficient foundation for building competence models and programs for the teacher’s psychological- pedagogical competence formation. This article describes five generalized basic skills which should be formed in a modern teacher: 1) the ability to formulate learning goals at the different levels; 2) the ability to select and structure different types of educational content; 3) the ability to select modern learning technologies to organize the processes of understanding and acquisition the educational material; 4) the ability to receive and give feedback; 5) the ability to develop evaluation tools and evaluate training results. 摘要

现代职业标准和联邦国家教育计划旨在提高在单一世界教育空间形成条件下21世纪专业人才培训的效率。学习与社会经验获取的活动理论是构建高等教育、普通教育和高等教育中高素质教学人才培养创新技术的有效手段。同时,它也是构建教师心理教学胜任力形成模型和方案的高效基础。本文阐述了现代教师应具备的五大基本技能:1)制定不同层次学习目标的能力;2)选择和组织不同类型教育内容的能力;3)选择现代学习技术来组织理解和获取教材过程的能力;4)接收和反馈的能力;5)开发评估工具和评估培训结果的能力。对教师心理教学能力的形成提出了笔者的设想。
