The activity theory of learning and acquisition of social experience is an effective mean for constructing of innovative technologies of highly qualified pedagogical personnel training within higher, general and additional education systems. Also it is the high-efficient foundation for building competence models and programs for the teacher’s psychological- pedagogical competence formation. This article describes five generalized basic skills which should be formed in a modern teacher: 1) the ability to formulate learning goals at the different levels; 2) the ability to select and structure different types of educational content; 3) the ability to select modern learning technologies to organize the processes of understanding and acquisition the educational material; 4) the ability to receive and give feedback; 5) the ability to develop evaluation tools and evaluate training results. Active approach to the formation of psychological and pedagogical teacher competence
