This qualitative, exploratory, and descriptive study adopted rapport techniques, semi-structured interviews (82 dwellers), direct observation, field diary, and bibliographic research. Local development policies were understood as mechanisms for advances and improvements in the quality of life, economic organization, and environmental conservation, which must be incorporated into municipal planning and governmental actions.
