The approaches to the development of the territory characteristic of each stage are analyzed. The spatial and temporal development of the city's planning system is clearly presented. Modern environmental risks are highlighted. The prospects for the formation of a stable and comfortable urban environment are evaluated. A method of solving environmental problems in the territory of Khabarovsk by renovation based on the principles of green construction is proposed.
