Individual vehicles will not affect others on the same intersection when traffic is smooth. This article first combines the transportation evaluation methods with basic models of external integration to analyze the causes of congestion. Then it takes 15 intersections of Beijing, China as samples, and introduces quantitative indicators of service level to the external analysis model, which helps to determine the threshold of the normal average delay time. 交叉口作为城市交通的组成部分,属于准公共产品。在交通畅通的情况下,个别车辆不会影响同一路口的其他车辆。但一旦交通流量超过临界点,交叉口的非竞争特征就会消失,排他性变得明显,呈现出各级别的交通堵塞。本文首先将交通评价方法与外部一体化的基本模型相结合,分析交通拥堵的成因。然后以中国北京市15个交叉口为样本,将服务水平的定量指标引入外部分析模型,帮助确定正常平均延误时间的阈值。最后,提出了缓解拥堵的措施。
