The Legal Framework for research and innovation in Brazil, embodied in Law No. 13,243, of January 11, 2016, sanctioned by the President of the Republic, was used as a guide for data analysis. The theoretical framework was anchored in the theoretical model of the triple helix. This work presents a qualitative approach.
