The issues of ensuring conditions, identifying problems and evaluating the prospects for the development of human capital in Ukraine are investigated. The aim of the article is to substantiate contradictions in the formation of human potential and human capital, to reveal and explaine the gap between them, to determine the type of their reproduction and to show some ways of their preservation and development in modern conditions. The hypothesis of the article is the assumption that the human potential formed as a result of the accumulation of knowledge, skills and experience does not guarantee that its bearers will receive higher incomes from labor. The transformation of human potential into human capital involves the process of capitalization of acquired knowledge, which is influenced by many objective and subjective factors. Research Methodology is based on classical human capital theory as well as contemporary approaches to human recourses development. In addition, the following methods were used in the research process: theoretical generalization (concept of human potential and human capital) analysis and synthesis (component structure of human potential, levels and phases and types of human potential reproduction), quantitative-qualitative analysis (determination of quantitative and qualitative characteristics of human potential), comparative analysis (studying and comparing human potential indicators in different countries), statistical analysis and sociological analysis (using data of statistics and sociological research). Findings include our propositions on creating jobs, establishing interaction between the labor market and the market of educational services, developing the infrastructure of the labor market, raising the standard of living of the population, limiting the unemployment rate, supporting motivation to work, and regulating population migration. 摘要

本文分析了人的潜能转化为人力资本的过程,以及人力资本在竞争性经济形成中的决定性作用。调查了确保条件、确定问题和评价乌克兰人力资本发展前景的问题。本文旨在论证人的潜能与人力资本在形成过程中的矛盾,揭示和解释两者之间的差距,确定两者的再生产方式,并提出在现代条件下两者保存和发展的途径。这篇文章的假设是假设由于知识、技能和经验的积累而形成的人类潜力并不能保证其持有者将从劳动中获得更高的收入。人的潜能向人力资本的转化涉及到知识资本化的过程,这一过程受到许多客观和主观因素的影响。研究方法以经典人力资本理论和现代人力资源开发方法为基础。此外,在研究过程中还采用了以下方法:理论概括(人的潜力和人力资本的概念)分析和综合(人的潜力的组成结构,人的潜力再生产的水平和阶段和类型),定量定性分析(确定人的潜力的定量和定性特征),比较分析(研究和比较不同国家的人的潜力指标),统计分析和社会学分析(使用统计学和社会学研究的数据)。研究结果包括:创造就业机会、建立劳动力市场与教育服务市场的互动关系、发展劳动力市场基础设施、提高人口生活水平、限制失业率、支持工作动机、调节人口迁移等。这些因素要求采取特别措施,为将人的潜力转化为人力资本以及在乌克兰经济中发展人力资本创造条件。
