Savchenko","doi":"10.34079/2226-2822-2022-12-23-26-40","DOIUrl":null,"url":null,"abstract":"Relevance: the article is devoted to improving the organization of upgraiding qualification for employees of the state employment service in the context of the strengthening of the economic crisis in Ukraine due to the introduction of martial law, the pandemic of new strains of the COVID-19 coronavirus and the growth of mass unemployment. Overcoming these crisis phenomena is of great importance, requiring the development and implementation of anti-crisis strategies and active policies in the field of public employment, the transformation of management and the improvement of the level of qualifications for employees of employment centers. Aim: substantiation of measures to achieve greater social and economic efficiency from improving the qualifications of employees for the state employment service thanks to the introduction of innovative forms and methods of training trainees. Object of the research: processes of organization for training of employees according to professional training programs and short-term thematic training, internship of trainees. Methods: general philosophical, general scientific and special research methods, which include methods of system analysis. Results: The analysis of the system of upgraiding qualifications for employees of the state employment service showed that the crisis economic situation made it difficult to implement the plan for improving the qualifications of employees, and worsened the quality and scope of their training. In order to increase the efficiency of upgraiding qualification improvement of the employees for the state employment service, the author proposed an anticrisis strategy of improving their qualification in accordance with the modern conditions of the market economy in the conditions for martial law. Reasoned measures for planning the amount of training of trainees based on the development of a balance sheet calculation of the additional needs of the state employment service in the upgraiding qualification of employees. Indirect methods of evaluating the effectiveness of upgraiding qualification of employment center employees have been determined. The study revealed the reasons that led to the shortage of funds for improving the qualifications of employees. The conducted research made it possible to propose improvements in the forms and methods of staff training identified additional sources of funding to ensure the quality upgraiding qualification of trainees. Among the additional sources of funding for upgraiding qualification of the staff of the state employment service, special attention to the introduction of individual training accounts for employees in Ukraine.","PeriodicalId":319498,"journal":{"name":"Vìsnik Marìupolʹsʹkogo deržavnogo unìversitetu.
