Overcoming these crisis phenomena is of great importance, requiring the development and implementation of anti-crisis strategies and active policies in the field of public employment, the transformation of management and the improvement of the level of qualifications for employees of employment centers. Aim: substantiation of measures to achieve greater social and economic efficiency from improving the qualifications of employees for the state employment service thanks to the introduction of innovative forms and methods of training trainees. Object of the research: processes of organization for training of employees according to professional training programs and short-term thematic training, internship of trainees. Methods: general philosophical, general scientific and special research methods, which include methods of system analysis. Results: The analysis of the system of upgraiding qualifications for employees of the state employment service showed that the crisis economic situation made it difficult to implement the plan for improving the qualifications of employees, and worsened the quality and scope of their training. In order to increase the efficiency of upgraiding qualification improvement of the employees for the state employment service, the author proposed an anticrisis strategy of improving their qualification in accordance with the modern conditions of the market economy in the conditions for martial law. Reasoned measures for planning the amount of training of trainees based on the development of a balance sheet calculation of the additional needs of the state employment service in the upgraiding qualification of employees. Indirect methods of evaluating the effectiveness of upgraiding qualification of employment center employees have been determined. The study revealed the reasons that led to the shortage of funds for improving the qualifications of employees. The conducted research made it possible to propose improvements in the forms and methods of staff training identified additional sources of funding to ensure the quality upgraiding qualification of trainees. 相关性:本文致力于在乌克兰因实施戒严令、新型冠状病毒大流行和大规模失业人数增加而加剧经济危机的背景下,改进国家就业服务机构雇员资格升级的组织。克服这些危机现象是非常重要的,需要在公共就业领域制定和实施反危机战略和积极政策,转变管理方式,提高就业中心员工的素质水平。目的:通过创新培训学员的形式和方法,提高国家就业服务从业人员的素质,从而实现更大的社会效益和经济效益。研究对象:根据专业培训计划组织员工培训的过程和短期专题培训、实习生实习的过程。方法:一般的哲学方法、一般的科学方法和特殊的研究方法,其中包括系统分析方法。结果:对国家就业服务机构从业人员素质提升制度的分析表明,危机经济形势使从业人员素质提升计划难以实施,从业人员培训质量和范围恶化。为了提高国家就业服务从业人员素质提升的效率,笔者提出了戒严条件下符合现代市场经济条件的国家就业服务从业人员素质提升的抗危机策略。在制定资产负债表的基础上,根据国家就业服务部门在提高雇员资格方面的额外需求,合理地规划培训学员的数量。确定了间接评价就业中心员工素质提升效果的方法。该研究揭示了导致提高员工素质资金短缺的原因。所进行的研究使我们能够提出改进工作人员培训的形式和方法的建议,并确定了额外的资金来源,以确保受训人员的素质得到提高。在用于提高国家就业服务处工作人员资格的其他资金来源中,特别注意为乌克兰的雇员设立个人培训帐户。
