The paper proposes a relatively inexpensive sensor-based traffic signals system based on traffic flow and pedestrians' movements. The system uses ontologies to allow emergency vehicle communication and expedited arrival. Furthermore, the system generates alerts when a possible pedestrian collision is projected. The paper contribution is including the semantics associated with the pedestrian's density, and emergency vehicles needs to optimize the traffic flow.
