摘要

农村基金是中央政府实施农村发展的一种尝试。要保证村务管理的有效性、高效性和准确性，就需要监督，地方政府的监督就是其中之一。苏科哈霍县通过监察局的职能监督制定了村资金监督政策。本研究旨在分析苏科哈霍村基金实施的监管政策，确定激励和抑制因素。研究方法是描述性定性的。结果表明，苏科哈霍县督察组对村级资金监管政策的执行并不理想，存在制约和支持其实施的因素。建议:(1)参照《乡村基金监管指南》，建立乡村基金监管机制;(2)利用信息技术，开展乡村基金监管的社会化和培训。
