The electrodynamics model of a non-stationary horizontally-homogeneous surface layer is developed with taking into account the coefficients of turbulence diffusion and convection mixing. It is received, that the convection mixing intensification increases the vertical scale of volume charge distribution. The values of electrode effect near surface are changed insignificantly.
