We model the deployment problem as a user satisfaction maximization problem and propose an algorithm for serving non-uniformly distributed ground users outdoors. This algorithm can avoid serving too many ground users (GUs) per UAV-BS, thereby increasing the allocated data rate of ground users. Therefore, limiting the number of GUs served by each UAV-BS will improve user satisfaction.
