As an important member of National Ordinary Colleges and universities, newly-built undergraduate colleges and universities play a vital role in the reform of the education system. However, because they are in the dual transformation period of their own transformation and external transformation, they still have many problems. These problems are fundamentally the problem of lagging organizational culture transformation. Using the methods of interview, questionnaire and factor analysis, this paper constructs the organizational culture diagnosis model of the special object of newly-built undergraduate colleges, and designs the measurement scale of newly-built undergraduate colleges. Through research, this paper establishes a five-dimensional model composed of incentive support, information communication, strategic objectives, organizational atmosphere and student orientation, and designs the organizational culture measurement scale of newly-built undergraduate colleges.
