摘要

主要基础设施,如堤防、大坝、桥梁、道路等,不仅是正常情况下支持社会和工业活动的手段,而且是灾害发生时保护生命财产的手段,具有十分重要的意义。然而,尽管基础设施如此重要,但尚未开发出积极利用这些基础设施的灾害管理系统。此外,基础设施通常不包括在应急行动计划中,因此,由于基础设施的倒塌或损坏,对社区和工业产生了第二次和第三次影响。因此,本文通过分析前人研究、SWOT、STEEP、专利和技术期刊,进行技术需求调查,了解灾害管理系统的发展趋势,提出主要研究领域和详细研究项目。本文的研究成果将为开发先进的基础设施维护与减灾综合系统奠定基础,并为我国建立一个利用基础设施的主动响应系统做出贡献。
