It has become a serious problem and is threathening the pension services system, which is particularly prominent in Northeast China. This article made an investigation in Jinzhou, a medium-sized city in northeastern China. It studied the current situation of population aging, the situation of pension institutions and facilities and the problems of social pension in Jinzhou. Based on the view of the problems found in the investigation, the article finally tries to give policy recommendations to solve the problems.
