The public sector was affected, with all its institutions, but equally the private sector. Under these conditions, the states had to adapt quickly to the new conditions generated by the pandemic with the novel coronavirus, by making decisions at the governmental level, designed to combat the health negative effects but also to ensure the efficient functioning of public sector institutions, so as to reduce negative effects on their citizens. A particularly important role in managing the crisis caused by the COVID 19 pandemic is played by the supreme audit institutions, the \"guardians of public finances\", as known these institutions.
