Russia’s economy is notoriously resourceoriented with the dominant influence of the fuel and energy complex, so this fact impedes a lowcarbon transformation. Currently, Russia is in a transitional stage, which allows to create favorable conditions for the future high-tech and environmentally safe development of the country's economy. Despite a number of challenges that have had a definite impact on the sustainability of the Russian economy, low-carbon development remains one of the focus areas of state policy, included in most of the targeted federal-level documents. The authors of the study are analyzing a set of state support and policy measures for the development of a green economy, in particular microgeneration and energy saving.
