本文根据经济开发区的技术创新情况，建立了经济开发区技术创新能力分析评价指标体系。运用灰色系统理论和系数变分法，提出了一种灰色关联度的综合评价方法。本文通过对经济开发区技术创新能力的全面分析，提出了调整经济开发区产业结构的建议，并制定了发展战略。
