It is the forefront of competition in the field of science and technology of major countries in the contemporary world, as well as the strategic, basic and leading discipline supporting economic and social development and ensuring national security. It is also the most impacted discipline and more \"neck sticking\" technologies as our country changes in the international situation. In this paper, in order to meet the needs of cultivating innovative talents for postgraduates of information and communication engineering, we construct a teaching system including educational concept, curriculum system, teaching mode and teaching materials which are guided by high-level innovation. 摘要

信息与通信工程学科具有知识体系更新快、科研方向广、前沿课题发展快、对创新能力要求高的特点。它是当代世界主要国家在科学技术领域竞争的前沿学科,是支撑经济社会发展、保障国家安全的战略性、基础性和先导性学科。它也是随着我国在国际形势变化中受影响最大的学科,也是最“粘人”的技术。本文为满足信息通信工程研究生培养创新型人才的需要,构建了以高层次创新为导向的教育理念、课程体系、教学模式、教材等教学体系。近年来的实践证明,该教学体系能够有效提高创新人才培养质量,提高研究生的创新能力和成果水平。
