It is the forefront of competition in the field of science and technology of major countries in the contemporary world, as well as the strategic, basic and leading discipline supporting economic and social development and ensuring national security. It is also the most impacted discipline and more \"neck sticking\" technologies as our country changes in the international situation. In this paper, in order to meet the needs of cultivating innovative talents for postgraduates of information and communication engineering, we construct a teaching system including educational concept, curriculum system, teaching mode and teaching materials which are guided by high-level innovation.
