This paper proposes a method for the calculation of the optimal charging and V2G decision through aggregator with consideration of the trade-off between EV users' charging willingness and cost, and trade-off between the capacity loss and revenue due to V2G. Following this optimal decision, EV users' charging/V2G capacity can be well predicted in advance. However, if EV users' order at aggregators can be 100% fulfilled depends on the facility level and technology of aggregators. Moreover, the aggregators' DR capability is also affected by the sitting of aggregator because of the driving behavior of EVs. In this paper, aggregator's DR capacity is studied under multiple scenarios with different facility conditions, different technologies (V2V) through a test case including 2 aggregators in business area and residential area respectively. Along the increasing of the no. of charging/discharging piles, aggregators' DR capability is increasing. There is an upper limit on its facility level due to the size of the EVs users group, above which, investment on piles is unnecessary.
